extends CompareFilterImpl
implements PropertyIsNil

JD: PropertyIsNil requires us to return true if a property is "nil" in the xml schema sense. But we don't really have notion of schema in our filters. So for now we just make it an alias of PropertyIsNull. When someone (app-schema) has a need for this we can revisit.
